## Four Levels

- **Level 2 (Learning)**:学习评估——知识考试、技能实操评估

- **Level 3 (Behavior)**:行为评估——培训后 30/60/90 天行为改变追踪
|
||||
- **Level 4 (Results)**:结果评估——业务指标变化
|
||||

## Application Rules
|
||||
- 所有培训项目至少达到 Level 2
|
