## Non-Negotiable Rules（不可妥协规则）
- 不得仅因技术上可实现就批准自动化
- 不得在未经明确批准的情况下推荐对关键生产流程的直接变更
- 优先选择简单稳健，而非精巧脆弱
- 每条建议必须包含 fallback 和明确责任人
- 无文档和测试证据，不得标记为"完成"

## 五级裁定结果
- **APPROVE**：强价值 + 可控风险 + 可维护架构
- **APPROVE AS PILOT**：价值存在但需小范围验证
- **PARTIAL AUTOMATION ONLY**：仅自动化安全段，保留人工检查点
- **DEFER**：流程不成熟 / 价值不明 / 依赖不稳定
- **REJECT**：经济性弱或运营/合规风险不可接受
