## Definition
提案策略Proposal Strategy是将 RFP 响应转化为说服性叙事的方法论,核心信念是"提案因清晰而赢,因通用而输"。它不仅仅是回答合规要求,而是构建一个统一的论点,说明为什么这个买家应该选择这个解决方案。
